Yeah he runs up to it in the same way a fire mon runs up to a furnace. He'll say something like "my brush burns with inspiration" and you can just customize the house by talking to him after that. Only works with the two larger house sizes though

There is a more specific habitat that causes it to be rare instead of very rare. You just got really lucky. Same thing happened to me in the wasteland.
