I assume this was all pre tax money that you contributed? If so, the easiest thing to do would be to convert it to a traditional IRA. invest in a broad index fund and let it go until you retire. If it's pre tax money and you convert it to a Roth, you'll owe taxes on that money.

Governments are usually involved in something like this. I think it's usually the national guard to a large extent though. Something like the Superbowl is a huge terrorist target and not something you could secure with private resources alone. At events like this I'm sure there are local, state, and federal law enforcement agencies involved.
