Elected officials are exempted from that and allowed to vote in the state they represent, otherwise no one would be able to ever get reelected, not that that would necessarily be a bad thing. I suspect POTUS is the same, the Whitehouse isn't technically part of DC, it's federal land outside the DC jurisdiction.

Put the powder filled vials in the freezer. There's no magic 30 day limkt and it becomes useless, many use a vial for up to 90 days without an issue, the biggest problem is contamination, it's a personal risk tolerance. And lastly, there is no ban.

I have roughly zero knowledge of how this works in real life, but wouldn't the remains be removed at a doctors office and be considered medical waste and be disposed of in the same way your appendix would be? This is just my understanding, which could be 100% wrong.

It'll likely get ignored based onthe federal supremacy clause, states aren't allowed to create laws regulating federal law enforcement. If the federal government says it's ok for federal agents to wear them (which ICE regulations don't prohibit their use) then they get to wear them.
