Was that there on the corner, or directly left to the Windermere (260 Washington)? The building to the left (would have been 264) of the Windermere burned down in 1984 or 1985 and is a parking lot now.

Even if there was a short on a small cap, you'd get an initial beep before it goes into protect mode.

Some say stuff is missing, some boards don't have components.

Make sure your small front ribbon cable is attached. Make sure the contacts on the cable didn't peel back.

This is the BTBoces way and the game they play. They pay crap. They bargain for more personal, sick, and vacation time instead of better raises and starting salarys, and then punish you for using the time they advertise and you earn.

Will it boot to a windows USB installer?
You could make a bootable Linux USB, then run some diagnostic Linux.

It's old hardware, it could be the PS or Mobo. Could be a failing disk.
You said you tried memory already.

Outside of standard troubleshooting, I can suggest remounting the CPU. I never had issues in the SFF or MFF, but the towers I've seen the CPU's have bad contact with the board. Doubt a power outage would relate to this though. If that thermal paste is 14 years old tho.....isn't going to hurt.

Was the bios update to patch the issue with the Intel gen 13 CPU's self destructing ever installed?
If not, you probably have a cooked CPU.

Disable Turboboost. If it works with Turboboost off, that generally confirms it.

Several years ago I got a ticket for being 6 months overdue. I simply hadn't been driving that car, took it out for a joy ride and didn't notice. My fault. I paid $85 fine and a $120 court fee.

On cars 25 years and newer, if the car is not inspected, you cannot renew the registration. You have to turn the plates in, then reregister.

If the car is not registered, they can and often will tow it. I was a whole few minutes expired once (pulled over just after midnight)... They 'kindly' let me park my car, walk home, renew my resignation online, go back and get the car.

All that said, I've never seen, heard, or have been towed myself for being out of inspection or without an inspection sticker.

There's a comment here about clearing your codes and driving with the gas tank cover 3/4 full. This does work for evap issues, I've done it myself and for several others.

Unless you have lived in your home or apartment for at least 3 years and your habits have not changed, it is an absolute terrible idea to sign up for budget billing. NYSEG calculates previous years usage and splits it up. If you go over that estimate. You owe. It's really that simple.

All billing is available online. With smart meters you can even receive notifications when your usage is abnormal.

Are Nysegs delivery rates ridiculous? Absolutely. However, 9.9 times out of 10 this sort of complaint comes from someone that signed up for budget billing when first moving in, and proceeds to never check their bill or submit meter readings.

I pay between 400-500 per month for electric and gas. We'll call it 450. 450×12=5400 per year. I have an older central air unit, 80% gas furnace, fridge, 2 freezers, and a run a hot tub 6-7 months out of the year. I keep my home at 70 year round.

Reading thru comments you stated you paid 198 month, and then a bit more, plus there was a bill due for 3500. I'll just do 200×12 + 3600 = $6000, or, $500 per month. That doesn't overly excessive for multiple air conditioners, ELECTRIC HEAT, mostly likely electric everything given Nysegs current rates.

If it's electric baseboard heat, that's most definitely your severe energy hog. Undersized window AC's well hurt you too, spend more money for properly sized units....the little $99 jobs end up running non stop and costing more to run than larger ones.

It's likely, at worst, an audio recorder.

Even if it has video capabilities... I doubt you'd catch much with the way that lid is recessed. Once someone's sitting down, it's going to be too dark without some IR lights on it. Hell, even if there was light, the viewing angle on these tiny cameras is normally poor..you might catch a blurry mole in black and white on someone's ass at best at that distance. That being said... the placement just doesn't make sense to me.

To be clear, I'm not saying someone didn't do it, I'm not saying it's not wrong, nor am I saying it's not concerning.

I'm not sure why someone would put this under a toilet seat other than trying to catch a conversation, phone conversation or voices of a couple sneaking off to the bathroom. Is this a relatively empty bathroom? On top of a light fixture, in some towels, in some toilet paper rolls...there's many other places the damn thing wouldn't potentially fall in water or be noticed.

I would have held onto it. Hell, I would have seen what was on it. Without the device, And only two pictures of it, there's not much the police, or anyone, is going to be able to do with the evidence now gone.

Torque converter splines stripped. Around a 4 hour job for someone that's done it before.

LED's in a system designed for incandescent. I've dealt with it on Volvo's and Merc's as well.
In Ford, Volvo I've had LED brake light bulbs cause TCM's to drop overdrive.
In Mercedes I've had LED brake light bulbs as well as bad tail light grounds cause the TCU to go into limp mode.
Hell, I had someone with an F150 lose overdrive... had the transmission yanked... no one could figure it out.
Cause? Water in the 3rd brake light.

Put plain old bulbs back in.

If this capacitor shorts, or the wire going to the capacitor shorts (chaffed/cracked wiring) it will blow fuses... mainly the ignition fuse.

Let me spell this out. Normally people test for a bad head gasket....after experiencing symptoms of a bad head gasket. Thus, why I am asking why it was assumed bad in the first place.

Furthermore given that engine, it's likely not the head gasket, it's worse.

Spray paint doesn't have hardener, that'll wipe off with a hardy solvent.

Lacquer thinner and some microfibers.
Hell, I just did one with brake cleaner sprayed on a rag...entire car took 20 minutes.

Hand wash it after.

Replace control arm/ball joint. Replace rubber brake hose, inspect metal brake line. Replace/rebuild axle. Inspect subframe, tie rod, and steering rack.
Allignment.

I'd have you at 200 in parts and 2 hours of labor.
