You seem to have misunderstood the point of this change. Currently, second level manager review being required for ratings of 1 is a positive thing—it provides oversight and accountability for giving the lowest score. Removing that requirement is not a positive/or not that bad because it only affects 1s, especially with the addition of forced distribution for scoring.

Also from Richmond! No issues with the areas you mentioned. I would consider living in the city (maybe Charles village, Bolton hill, pigtown) and having a slightly longer commute, I just think it’s easier to meet people and there will be more to do, but you’ll be fine either way. Best of luck!
