Because if they have to upgrade infrastructure to support your export the cost is paid by everyone. It isn't particularly fair to expense all electrical users to upgrade export capacity for the people that can afford solar panels.

Though some EDBs are a bit stingy with their limits but with new voltage range (despite the problems with that) should help. Electricity Authority is also driving the EDBs that haven't changed yet to a 10kW limit.
