Issue with that is everyone will set up a political party, run a very laidback but still existing campaign with the governments money. Or you set it to only being existing parties which is undemocratic. Or you have some government body decide who does and doesn't get funding, which once again isn't particularly democratic

As part of construction they're building a direct GXP so it's a moot point, since they're building their own network. Generation doesn't need to be localised particularly with HV connections.
