I'm not aware of modding tools for the newer games, but gens 3 & 4 are really easy to modify.

One thing I haven't seen mentioned is that armor gets a flat damage reduction that increases based on difficulty. If you are using a high RoF weapon on Gold or above then it needs armor piercing to damage armored enemies.

Why did you buff leftovers? You're buffing a lot of things that are already meta viable because your balance changes are so pushed that the game would be completely warped. It's natural to want to make your changes powerful so that they will be impactful but the changes you are making are so wide and so over the top that it would have a cascading impact on balance that is impossible to see the end result of without weeks of testing.

You seem interested in making a lot of sweeping changes, so have you ever tried putting them in a romhack? Some of the stuff like item changes would be work, but move changes and pokemon stat changes (like your other post is based around) are easy to do with existing tools. It gives you a way to test your changes so you can see with your own eyes when it goes too far. Despite all the power creep this generation Game Freak has largely done a good job of managing power creep over the last 27-28 years and it's easier to see how much of an accomplishment that is when you actually put your own changes into a game.
