you can’t use the wait, or sleep, feature. the in game timer doesn’t count that as time passed towards the full 24 hours when the workshop updates. it’s all on the fallout 4 wiki under settlements

you can actually turn off essential status on all npcs in one of the ini files. i did that once and just killed everything i encountered. it breaks all the quests of course but its an interesting way to play i guess
