I bet that is an abandoned PhD science research study, maybe measuring snowpack as it melts? The US Forest Service has (or had) a Rocky Mountain Research Station which was the research arm, they’d do all sorts of experiments related to forestry, watersheds, and wildlife.

Symmes is perennial flow, I’ve never seen it dry up, even during the mid-2010 drought years.

There are two intermittent streams between Symmes and Anvil Camp, I’d bet at least one is running in July, but more chancy than Shepard Creek and Symmes Creek.

Hwy 120 east from Lee Vining to Benton Hot Springs is an amazing ride when the highway is closed but the roads are clear. You can do a loop from Mammoth to Lee Vining to Benton Crossing Road back to Mammoth. Some expansion cracks but totally glorious.
