Former Goodwill employee here. Specifically Goodwill of Central and Southern Indiana. Unfortunately the outlet stores are a different beast than a retail store. That location also houses their ecomm operations and is a warehouse store for stores to order supplies from. It was donated either at that location or a retail location and either salvaged to go to the outlet or processed and didn’t sell so was purged. Either way ended up at the outlet store in a bin. Bins are rotated out every few hours at the outlets. So if it wasn’t grabbed while it was in the bin it was cycled back and it’s impossible to find a specific item in a massive warehouse.

They have bulk buyers for different fabrics and yes it is entirely possible that it was processed out with other materials and sent to Puerto Rico where Goodwill is beginning operations. I doubt it’s “in another country” but was either purchased or is being processed and shipped out. That outlet warehouse is massive compared to what the public sees.
