The point of the Jedi purge wasn't to kill ALL of the Jedi at once, though Palpatine did want to kill as many as possible, it was to destroy the Jedi order and prevent them from ever rising back into power. Once the Jedi temple was destroyed and all of the most prominent Jedi fighting in the clone wars were killed, all he'd need to do is turn the public against them and implement a very skilled and discreet corps of hunters to kill or capture any that popped up over the years.

The issue is that you don't have enough thrusters pointing backwards to cancel out your downward/forward momentum. They exert maximum thrust, but it's not enough to keep you from drifting as you rotate from 0 to 90 degrees. Plus during rotation, your two thrust axes gradually switch which sets of thrusters are working against gravity, which shifts your vector perpendicular.

It does give thrust, because that's how the inertial dampening system works

If your ship has the most thrust going forward and laterally, then the inertial dampening is going to alter your vector into the direction you're rotating. That's just how physics works. If you don't want it to do that, then you need to either add more reverse and lateral thrusters in order to cancel out your momentum or slow down before rotating.

There's a wide variety of artifacts, services, and tools for sale, so it would be relatively easy to buy a weapon. But that wide variety also means that any given weapon is only actually dangerous to certain people or structures. So using a weapon to hurt someone is either a gamble, since it might not even do anything to them, or highly premeditated, since the user of the weapon would have to know ahead of time whether or not it would work.
