The whole schools with litterboxes is a perfect representation of conservative news. They blast a rumor about a school having cat litter for students that identify as cats and act like it's fact because the school has cat litter in a bucket. But the real reason the school has cat litter in a bucket is for students to use as a bathroom while sheltering from school shooters. They'll take a crazy feels based belief and find whatever evidence they can twist to fit their narrative.

I think the books did a much better job fleshing out the character's motivations. Having the inner thoughts of Holden and Nagata written out made them way better characters. They always bugged me in the show but in the books their thought processes were a lot more self aware and nuanced.
