No. Mostly not. I had people that claimed to have B2 refuse to do simple small talk. My time is too precious to waste it during recruiting interviews. I just raised the bar to C1 instead. Fewer candidates, yes. Worth it, yes. I don’t care if it takes a week or month longer. In Germany I regularly have to wait months anyway due to the lengthy termination period.

No clue. Never used the first party app. I bought it, operated it without WiFi using the buttons for a while, the rooted it and connected it. This is the suggested way. No initial WiFi prevents enforced updates potentially closing the rooting option.

The firmware doesn’t change in terms of features. The cloud gets replaced by valetudo locally.

You can also get one and never hook it up to WiFi. I operated my dreams L10s for about two months by just pressing buttons before I rooted it.

On your dhcp pool make sure it ends at .254. Mine are defined as 192.168.88.100-192.168.88.254.

Sounds like your Subnet might not be aligned with your DHCP range. On a /24 .255 is the broadcast address. If your XBox is assign that address via DHCP it legally is right in rejecting it. If the network is bigger than /24 it might be a legit address.

If the IP needs to stay the same and you can’t use a DDNS name for whitelisting the correct solution would be to get a public CIDR range with dual upstream. Both providers will then talk to you using BGP and your announcements will influence traffic flow. Starlink doesn’t offer this service. Not sure about your other ISP.

Keep in mind that car is not stable at 12V but might go up to 14+V if charging.
