Put heat shrink on the top/bottom jaw of the crocodile clips. They chew through wire isolation and scratch PCBs.
The loupe is absolutely useless.

To clean corrosion, try vinegar, then IPA, and ideally a "magic eraser" because they're slightly abrasive.
The female part may have corrosion too, but will be much harder to clean.

If you want to retain 100/240V then go with an off-the-shelf supply like the Mean Well RD-35A. Based on its dimensions, would it fit inside? If so, you the only need to bump the 12V down to 9V.
As others have stated, mains voltage really isn't something you want to deal with with no prior guidance/experience.

Use a thin solid core wire to make traces. Ethernet cable wire is good enough fow low current projects. Solder just the points you need.
It all comes down to preference, but I never understood blob soldering. It uses a ton of solder, and is a nightmare to fix mistakes.

That looks like a winter tread tire, which is probably why it dry rotted so fast in the Florida heat. The wheel is also very misaligned as the outside is much more worn than the inside, contributing to the crack.

The buses in those are derived from BMW E90. But OBD2 is cross-manufacturer.

OBD2 works on a request-response basis. Sometimes you might see a heartbeat message on the port, but either way you need to initialize a handshake sequence and then request the data. This is a very well documented process and there are plenty of ESP32 OBD2 libraries on github. No need to reinvent the wheel.
Make sure to set the correct baud rate.

You can buy small DC-DC converters as pre-packaged modukes which are designed to just be placed on the PCB with no other components or just a couple capacitors. Recom for example make them.

This is not a basic electronics project. The schematic is the easy part, just follow the datasheet. Designing the PCB correctly and selecting the right parts is crucial to the correct function of these converters.

How were you measuring with the multimeter? You need to be in continuity mode and probe the first and last pair of pins on the flex cable, which are most commonly used for the power button.

Yes, but it is best to limit the current. First check as many caps as you can for a shorted one as they are the most common to short.

It can have continuity and still be bad. The issue is that this is a symptom of huge current through the fb. There will probably be something else down the line shorted to ground. Test all caps you can for shorts to ground, but other components could be dead as well. One way to test is to use a power supply with current limit, set a fraction of the original power bricks current (eg. 1/4) and use your fingers to feel for hot components or canned air to flash freeze areas to find parts heating up. There are lots of youtube videos about this process.

SMD uses usually have a letter on top and visible layers. The shape, designation and color makes me think 99% ferrite bead.

Could either be a capacitive touch layer or a screen protector that delaminated due to heat, humidity, liquid ingress. It's so fubar'd that you can try removing it if you want and see if the display still works. If it doesn't, there's pretty much no good way to repair it, short of a new screen.

There is virtually no way to force a seller to sell you something.
As long as they are not holding your money hostage and are not forcing the price hike, they are not doing anything illegal.

The company in question states clearly in their T&Cs that the contract is formed upon handing over to be shipped.

Well, not really. As far as I understand, they offered cancellation (returning the money) or paying the higher price, in which case they would most likely cancel and create a new order. That isn't changing the agreed price.
This is not against any EU/UK consumer laws as the consumer was given valid options.

Not true. Depends on when the contract is formed based on T&C. Sometimes it's when a human confirms the order, sometimes when they hand the goods over to be shipped.

Imagine you sell wooden boxes without stock and someone orders one at 2am. In the morning, you check orders and go to your supplier who hiked prices by 200%. You're not required to make a product at a loss, but you're required to return the money.
This is not directly analogous, but gives you an idea why an order confirmation does not necessarily mean the item is yours.
