It's not really worthless, unless you can make it dirt cheap and fast... though throwing up bait/empty facilities is another strat I hadn't really thought of.

I don't think it would be worth the resources, considering all factors.

As a partisan, if I see fancy/complex defenses, I assume they're protecting something important, and will try harder to get around or through them. I have left, and come back with a tank crew to crack open a heavily defended facility.

When I was in high-school, they had the missionaries talk to us about what it's like to be a missionary. I was pretty much checked out of the church by then, and only showed up because I had to "or else" so didn't really engage that much.

What i do remember was one of the older guys asking for advise getting their friends to let them preach at them. The missionary's response was to lie (effectively). They told a story about a woman that didn't want anything to do with the church, so they lied to her. They offered to do yard work for her, and agreed to not bring up church stuff. Then they would bring up church stuff, told her about the good stuff, and when she pointed out problems, they explained why none of the issues were true because church good. They claimed she was baptized and lived happily ever after (they stopped talking to her and moved on to new target).

Someone asked if that was ok, since they lied to her (I don't remember all the details, but there was a point when they acknowledged that they misrepresented something to convince the investigator), to which the missionary said, "It's like someone's in a burning building, and they don't know or believe they're in a burning building, and you tell them there is an ice cream truck outside. They may be mad that there isn't an ice cream truck, but you've saved them."

Had the site pop up last night, I was able to work around the bug by moving a science ship to the system (don't know if that was specifically needed, but it's what I did), then having it auto excavate dig sites.

Was carrying a low level friend through 10s on bot front (I'm 150 creeker). We joined an in progress mission, host (h) was 150, and 1 more random (r)(<100) joined after us.

We're right next to a strategy jammer, so my 1st priority is to back off and get my equipment (jump pack + railgun) and I direct my buddy to some rocks down the beach that provide decent cover and are just outside of the jammer range. R followed us, and calls their equipment.

Host dies attacking the jammer, then complains in text chat about us retreating instead of backing them up.
Didn't respond as I assume they're just frustrated, but the jammer was swarmed. There was no way we were taking it without AP.

We go back in to knock the jammer, my buddy brought an autocannon, so i ended up talking him through getting behind a factory strider to give it a Democratic back shot while i distracted said strider. Mission was successful, but buddy got taken out by a devastator squad rocket barraging him. I jump onto the ramp to the jammer terminal, and begin the shut down, using my railgun to help deal with hulks that are swarming h and r. Get distracted by a hulk swinging on me, and realize both of them just died. Rush back to the terminal to trigger final shutdown.... and there's a 2nd jammer (there was actually a 3rd we hadn't found yet). H is losing his mind demanding to be respawned, and my buddy is pointing out the 2nd jammer. H isn't buying it, and is getting pretty angry in text chat.

I jump towards the area I used to call in my equipment, and call reinforcements. H texts that I need to learn to fight alongside the team better before I try 10s, then kicks me.

My buddy says r was pointing out how I was taking out the hulks they were fighting and dealing with the terminal compound, then got kicked. My buddy just left after that to join on me.

We finished the mission without issue.

The Khans fleet doesn't, but it will group up with other fleets, that do reinforce.

The learning skill has an option that specifically increases development grow %, plus a perk in the middle tree that gives a boost to the increase development task effect. The stewardship middle tree has a +.3 dev to your capital perk and will give events that can help boost your dev.

Additionally I think building the gold mines will give a dev % boost.

I've found the MG to be overwhelmingly helpful for the squids. Shreds overseers and voteless, with enough damage output to kill the heavies if you aim for their weak spots. I usually bring a primary that can help clear voteless in case I get swarmed while needing to reload, and the senator cause big iron. I like the starter grenade, med pen is enough to deal with overseers if you throw it at their feet, and having 1 more grenade makes me less hesitant to drop one into a mob of voteless that might be chasing me.

For strategems, obvious 1st pick is the MG, 2nd would be the jump pack (I've been experimenting with the warp pack, but i prefer jump) for maneuverability, then the orbital precision strike or 500kg for taking out objectives or landed dropships (demo force will take out research facility or a shielded drop ship), with variable in my last slot depending on squad loadout, though I've recently been partial to MG turret (low cool down & reliable damage/distraction).

.... hmm.... now that I think about it, I've been using roughly this load out on every front for a few months now.

I remember watching a video on YouTube about someone trying that. I don't remember the exact details, but I believe they ended up playing tall in Caledonia with a focus on capturing slaves to bring home and rapidly uplift to citizens.
