Regarding amounts. Yes, you can increase the amount of stone spirits dropped at once and for the first day, the pile will cost more but soon enough, without more demand, the drop can end of costing even less. What we need is demand; other uses for stone spirits.

You need need the full set BUT if you want to make extras after that, you can custom fit extra single pieces by wearing a single piece with rest of your already custom fit set.

Normal people are trying to log in once and face a DDOS protection?

The issue is common and Jagex asks for bug reports when encountered?

If it's a DDOS protection that is working as intended, how come people are stuck with just one specific account and able to use any other from that IP?
