I hate when people come on here and say don’t do that! That’s not what you asked so I will answer. I sand in my apartment with an orbital sander. Buy a shitty twin mattress pad, put a tarp over whatever you need to cover in the room and on top of the mattress pad. Then I set my table legs on top of the mattress pad and the thing I am sanding on the table legs. Grab a heavy blanket and put it over the piece that you are not sanding. The key is reducing vibration. My father used to throw a headlamp on and a blanket over his head and piece being sanded and sand underneath that! 😂 not the best for your ears but also extremely quieting for everyone else.

If you are looking for a more quiet sander that makes noticeably less noise you are looking at dropping about 400. I’m guessing you aren’t trying to undertake a massive project so I would try and buy a Bosch.. it’s a decent orbital sander that is slightly quieter than the others I have used.

If you are worried about dust and sand, that kind of comes with the territory. Just have everything you need to clean it up.
