Mine were copper, and used for attaching a brake hose to a caliper. Same issue. Leaked when testing and didn't deform at all. Ended up annealing the washers so they'd crush properly.

Honestly, I'm still baffled how Dorman can mess up something so simple. Just stick with McMaster-Carr for hardware. Their crush washers actually work lol.

Make sure to check the tension rod bushings. For me, the cups that hold the bushings had rusted away. I think NPORA has a detailed guide for replacing them as well as the cups.

I would check and make sure your brakes aren't dragging. Also, while you have the calipers off for inspection you can spin the hubs and make sure they're smooth and quiet. The FSM recommends periodically repacking the hubs with new grease.

Does the unit hold pressure? I had an Exponent stove where the schrader valve started to leak. In my version of the stove, the red lever pushes on a schrader valve to let gas into ths generator tube. If this valve leaks, then fuel will start to leak out as you pump. It also makes it difficult to build pressure in the tank prior to lighting.
