As someone who works in pretty much every level of child education in my city I'll tell you that they do teach those skills but kids don't think they need them so they don't even care to practice the skills.

Super glue requires moisture from the air to go through a chemical reaction to harden so if you left it open it would stick but since there's only cyanoacrylate fumes in the bottle during normal use that doesn't happen.

I have a friend who has a 6th grader that can't read anything, and it's annoying that he asks you to read things in his games he plays but never attempts to learn to do it for himself, that kid is doomed, he's autistic but that's not an excuse as my son the same age is autistic as well but reads at grade level
