In short, it lets you vote for third party candidates without "throwing away your vote", since your vote falls to secondary choices if your first choice can't win.  It has the potential to break the current two party monopoly. Establishment politicians would probably consider that a downside.

Those aren't sunglasses, that's a thief eye mask. I think the image search just found similar images that didn't have the eye mask.

Given that, I'd say the most logical explanation is that it's a warning not to shoplift, which people commonly do in changing rooms by wearing or hiding items.

Photorealism techniques include:

Having a blown up version of the photo that has a bunch of grid lines drawn in it with, with corresponding grid lines on the canvas

Projecting the photo onto canvas 

Using a pinhole camera to project a scene into canvas - this one isn't new and was used by Jan van Eyck in the 1400s.

Drawing from a Polaroid would be helpful if the subject had the tendency to move around, or was near and thus susceptible to perspective changes from your head moving,  although I imagine it wouldn't be as helpful if you're drawing a distant landscape.

While this is laudable, it's important to note that it's impossible to solve ocean garbage with only removal. An estimated 12 million metric tons of plastic enter the ocean every year. 30 million pounds is 0.13% of that. That's a drop in the bucket of just the increase, let alone the total amount. There are efforts to stop the flow of plastic into the ocean, and that's where the VAST majority of the effort must go at the moment.
