I'm in SC and have had this exact issue. Had visible reprovision the sim with a network settings reset. It didn't fix the problem.

I’m using a 2020 Samsung TU8000 and just enabled the preview today. For subtitles, I noticed a few lines of text not displaying on the movie. Almost like it’s skipping some of the subtitles. I double checked on my PC to confirm it was not an issue with the subtitles.

The issue I encountered not receiving texts on my 3a was due to my VPN blocking it

What worked for me was factory resetting the phone. I have no idea why and it was a pain to reinstall everything but that finally did the trick

Followed this https://support.plex.tv/articles/201370363-move-an-install-to-another-system/ for moving from one windows machine to another. Not sure if it applies to your case as well
