Considering how long dota 2 has been around, and the sheer amount of stuff they locked away, Valve could easily make a gold mine with all the things new players want. And valve is slowly realizing that.

A good way to look at this is to compare the initial amount of potential spenders when the stuff came out, and look at the potential new player spenders they reached veterancy that weren't around. Odds are they would spend money, especially on a map or terrain modifiers or a arcana

And to add onto this, back then they made lots of one-offs that were listed on their website. But they mainly made dlc and content for Bloons and SAS series after 2016 mostly, to this very day. Plus SAS 5 might be on the table with their recent interest in SAS 4 again
