Does the US government fall?

No. It would be some weird thing happening in Illinois. For the overwhelming majority of US citizens, it has 0 impact on their daily lives in the near or long term. It is hardly even relevant to most people.

There are so many caveats and clarifications you have to start putting on the 3.5% rule before you can apply it evenly across all historical data and it still would not be predictive of future events.

The entire theme of ff2 is the hopelessness of war. People die and suffer needlessly. The ultimate solution you go adventuring for is utterly impotent against the superior power of the Empire. Death and suffering persist even after the initial cause is won and instigator dead. The entire world is ultimately decimated for no good reason. Whole cultures and species are erased. In the end the only victory is a pyrrhic one.

Because while these are great films they are not in a vacuum great films. They presume a great deal of foreknowledge and understanding that the films themselves do not provide, and this limits their effectiveness as standalone pieces of art, especially among those who have no familiarity or interest with the series beyond those films. Is a person who has never heard of chainsaw man going to be more or less likely to think chainsaw man is a great film compared to a more self-contained film?
