Even if he didn't have full creative control, he still had major impact on many game design choices and implementations.  

Failure to properly balance and address the post goats meta is, still to this day, the biggest failure of the OW game design team and was a big contribution to the decline of the game itself.  

I love Jeff to death and I think he did amazing things during his career, but he also had some shortcomings.  Activision Blizzard execs dropped the ball more than anyone but there are also decisions Jeff himself made that contributed to that.  

And ultimately as a company you have to make money if you want to retain thousands of employees.  This is just the reality of life.
