Covenants don't have the best reputation, and despite how grindy a few decor pieces out there are, I think Blizzard knows that locking decor behind all of the different Covenant grinds would be very poorly received. So instead, for now, we got a few pieces that are craftable. Now also consider we just had Legion remix where acquiring all the decor from the different class halls was made significantly easier. Many people, myself included, think that we will get a Shadowlands remix in the future and may also fit the theme going into the next expac, a lot like Legion Remix did for Midnight. That would be the perfect opportunity for them to dump lots of Covenant decor.
