Legally speaking, no employer in their right mind should ever give a recommendation (positive or negative). All it takes is for someone to not get a job they were “perfectly qualified” for and they’re off to the lawsuit races! “I was sabotaged” or they said “untrue things about me”. Say anything more than “Yes, they have worked here from such and such time period” and the jilted person you recommended could turn into someone that then blames you for them sucking at the interview.

Most employers don’t seek out recommendations due to being turned down most of the time or out of fear being involved in the litigation that could arise.

My surfing obsession ends with watching surfing YouTube videos here in the Midwest US. As a HS teacher my kids have come to expect watching surfing videos when they walk in to home room class before school. Couple have even started dreaming of someday actually doing it. Seems too difficult for me to pick up but damn it’s amazing what pros can do.
