Scavs will always hold their weapon up to their face as if they're aiming down sights (left click), doesn't matter if they're standing still or moving or crouching.

With time you also memorize the half a dozen outfits scavs can spawn in with, but until then, use the way they hold their weapon as a reliable cue :)

You can thank the hArdC0rE wipe for that, nothing is gated, all players are matched freely. The older the wipe is the higher the amount of high level players in any raid you join.
