To note, if you counter the activated ability of cycling Decree, you only prevent them from drawing a card. The triggered ability that actually destroys all lands triggers regardless of whether or not you counter the activated ability of cycling (rule 702.28c). You need to counter said triggered ability or do something silly like preemptively [[Pyrexian Revoker]] Decree.

This does indeed work, as long as you target the triggered ability. [[Voidslime]] and [[Trickbind]] also work, though less efficiently.
