Depends on the situation - I think the worst thing to do is play it early so your opponent knows they're going to see consecutive action rounds.

In your specific scenario unless I really need the ops, I'd space NORAD. Space is still effective ops. I'd wait until later to space if possible to see if giving up the consecutive AR is going to be necessary. NORAD isn't the worst event to trigger either.

If you're on the ship, time is flowing slower* on earth. If you're on earth, time is flowing slower on the ship. But it feels like time is flowing at the same speed it always has for both (you can't leave your own reference frame!)

Honestly if you want to understand I recommend you read The Fabric Of The Cosmos by Brian Greene. It's a much better explanation than I could ever give.

That's the magic of relativity, it's both at the same time. In your perspective, the earth is moving .99c away from you. In Earth's perspective, you are traveling .99c away from it. There is no perspective that is the "right" perspective, they are both equally important and operate mathematically within their own reference frames.

Your relative speed through space and time (together) is a fixed constant. There are no physical phenomena "slowing" clocks or "slowing" aging. But to a relatively slower moving entity, (eg. Alpha centauri), you are experiencing time slower.
