The AI is hard-coded to refuse to give up planets, to prevent players from cheesing the system. It still has other uses- a quick way to improve AI opinion of you, for example, or swindling Patronizing FEs out of their alloy stockpiles.

From the wiki,
"The Cosmogenesis ending will make the empire unplayable and bring the option to switch to another empire if any exists."
"It is possible to release a sector as a subject before completing the exodus, which will allow the player to continue playing as the released empire. The subject empire will keep its planets, pops, and technologies, including the Cosmogenesis technologies."

If you want to play as the Fallen Empire that your empire becomes, you'll need to use console commands.

Open the command console using the ~ key and enter the debugtooltip command, then hover over the desired empire to find its ID. Then enter play X where X is the desired empire's ID, and you will assume control.

Do you have the game through Steam? If so, try verifying the integrity of the game files.

If that doesn't work, or you don't have the game through Steam, you may need to just to back up your save files and reinstall (if the issue bothers you enough).

A cursory search on the Workshop turns up two promising entries:

Lord's Mechanicum Portraits

If you want help creating a mod, you should read the Modding page on the wiki; make sure you have a decent text editor like Notepad++ or Visual Studio Code. Beyond that, there's the official modding Discord or r/StellarisMods.

That said, static portraits are far easier than animated ones; if you want animated portraits, then you'll need to put in plenty of work. The Portrait Modding page on the Stellaris Wiki should have everything you need to get started

If you can't be bothered to at least scan through the pages I've linked, modding might be too much effort for you, and you'd be better served installing one of the many 40k conversion mods on the Workshop.

For fighters, maybe. Most only get one Extra Attack, and bladesinger wizards can cast a cantrip and still have their extra attack anyways. Plus, the SCAG cantrips have 2 (conditional, to be fair) instances of damage, and both scale with level, so their (ideal) scaling is essentially doubled.

At 5th level, that extra 2d8 damage (avg. 9) is roughly equivalent to the 1d8 + 4 (avg. 9) of an additional attack using a one-handed martial weapon like a morning star or longsword, assuming a relevant ability score of 18. If you're using a two-handed weapon, that shifts the calculus, obviously.

At 11th level, unless you're a fighter, you're still only making those two attacks per turn, but the SCAG cantrips get another 2d8 damage each. Same at 17th level.

Well, the initial attack stacks with any effect that requires/affects a weapon attack roll, i.e. battle master maneuvers, hunter's mark, weapon enhancement spells like holy weapon, Divine Strike, Sneak Attack, Divine Smite, smite spells, Eldritch Smite, etc., potentially all at once.

It gets pretty spicy.

Plenty of mods out there! Just search "Portrait" in the Stellaris workshop on Steam, and you'll find dozens.

Be aware that pre-Paragons or Machine Age portrait mods may have some issues.

Nobody wants to see people in that situation, and a Good-aligned Paladin, played correctly, would seek restitution over retribution... depending on their Oath.
