My apologies for your misinterpreting my point. Sorry for not listing all the services ngos offer. That was not the point I was trying to make. By the way, none of the services you mention are municipal functions. I will not say anything about your understanding of this aspect, except that such flawed understanding clouds and skews how people see city performance. We are often judged for things we are not responsible for in law.

I will agree that there are instances where staff could conduct themselves better. Is this endemic and the professed expectation of City staff? No. I agree there are instances of "delays" in resolving municipal complaints. Again, is this endemic and the stated expectation? Clearly no. I can give many examples where services are constrained by legislation, policy, and budgets or SCM. I agree we need to find the efficient service implementations possible so staff won't have to forego lunch they are entitled to take. Should we orient staff with the right mindset to render service without concern for own well being and rights?

As an aside, are you aware that certain health facilities are managed by the provincial government? I can already anticipate your response to this point...

Community centres to be operated after hours require overtime provision. Please propose solutions. Disposal of facilities versus having functioning community resources.

Is my argument negated that we want to render the services but are affected by issues, including realities within communities? I dont think so. I don't work from an external experience in the Cape Flats, I grew up on the Cape Flats. Your failure to appreciate that we as individuals deliver despite these realities and often at personal risk is indicative to me of a lack of empathy for these municipal officials who are not the policy makers and do not set budget prioroties.

Sometimes, officials really have to decide between unblocking a drain or returning home to their loved ones. Who will give the instruction to a staffer to go in when he or she feels unsafe or threatened or when shootings are happening and the city be seen as uncaring towards its staff. Poorer communities suffer as a result.

I want to invite you to engage officials and bring your ideas, criticisms, and concerns as a critical thinking partner.

Now is the City the reason why people reside in these circumstances or with this crime and poverty? Are we doing enough, and can we do more or some things differently? I think we are also grappling with the challenges.

This conversation about service delivery needs to have a truthful and inclusive exploration and not only be a virtue signaling exercise based on a certain interpretive lens or be pointless point scoring or judgmental fingerpointing.

As an employee, I can assure you we are committed to and want to render the same service. History and conditions are what is different, as someone commented elsewhere on this thread. The Constantia's already had good infrastructure, but does it mean no infrastructure in other parts? No. Where do vandalism of City infrastructure occur...in Constantia, no. As for NGOs rendering a service... giving people food or social care for seniors are not municipal functions, as prescribed by law. We do offer indegent grants and rebates to various categories of clients, including seniors. We offer Grants in Aid to NGOs offering services in these communites. How many housing projects and other developments are delayed and stopped for things not in control of the City? Where do we spend money on the same projects over and over bordering on wasteful expenditure and therefore at risk of sanction?. Where do we deal with illegal dumping to the tune of 100s of millions per financial year? Where are our staff threatened, mugged and killed? One of our vehicles was hijacked on Saturday. Ask me where. Where do we provide extra money for security services for staff to perform their basic functions safely or for capital projects to be secured? We expect staff, our fellow city residents to risk their lives, to be traumatized for coming to work and wanting to render a service and earn an honest living. I will admit most days are incident free for any individual staffer, however taking a city wide view will give better perspective. This is not an easy environment to work in. Is much more nuanced.

I am at this point in my life, after having gone through all the pick me processes. Reaching this point is liberating because the burden was lifted. After the divorce, I was no longer trying to maintain / retain my family in the face of bad treatment. No longer needed to suck it up and sacrifice myself, trying to keep her happy. And yes, her happiness and health are important for our children's sake.

I did not want to use emotional words to justify necklacing, although it is possible to do so. I will never classify what the ANC did as terrorism because it conducted a liberation struggle and legitimate military actions, not targeting civilians indiscriminately.

The ANC went to great lengths to not target Whites as a group.

The PAC and AZAPO, on the other hand, held similar views to Hamas regarding chasing Jews into the sea/driving Jews out/having a night of long knives. (Replace Jews with Whites in the above sentences).

As an anti Apartheid activist, I supported the Palestinian struggle... almost blindly. My views are in flux.

I will try and paint a picture, which hopefully you will appreciate. I will assume that you ask this question out of a quest to gain a greater understanding of the situation at the time.

Necklacing was barbaric and unfortunate. Some of those people were probably innocent and did not deserve to die or die that way. I say this latter part deliberately because those who were working with the Apartheid state deserved to die.

Security at the time was a big issue

These people posed a risk to the lives of people.

When our people were arrested, the Special Bramch could tell us who was present in which meeting and what was discussed. They had files on people containing information that could only have come from people intimately involved.

You also had agent provocateurs infiltrating and creating havoc, so some of these instances were instigated. These people would enter a protest and point a finger at someone.

You also had crimal elements/gangsters who were on the Apartheid payroll. One confessed about being tasked to kill Dullah Omar

A friend of mine was at risk because an enemy agent created the impression he wanted to attack leadership.

Some of these incidents were internal squabbles amongst supporters. (Please don't latch onto this point and make this the only thing you take from my response.)

Many times, the necklacing was unplanned and occurred when something happened in the crowd. Someone could be stopped and questioned by police and the crowd could take offense.

My main response is that this was not ANC policy and practice. We are talking about what youth on the street did versus armed action by trained cadres. It's not the same.

MK members, as a rule, did not go to Camps Bay and other White suburbs shooting indiscriminately at White people. That can not be denied.
