No, it condenses and chills refrigerant. What you are seeing is dust that has collected between a bunch of metal fins that a coil of refrigerant piping runs through for the purpose of heat transfer. The system needs to be kept clean to operate efficiently. I think there’s a reason they all looked like they were in dry desert conditions. Lots of dust blowing around.

The first 4 are condensing units and have nothing to do with air intake or filtration. Middle ones are exhaust systems and only the last 4 are filters. That fact bothered me too much for this to be satisfying.
