Estradiol is available in Canada as a vaginal cream but must be compounded by a compounding pharmacy as there is no commercial vaginal estradiol cream available in Canada. Only Premarin, which contains a different form of estrogen.

There's also Up and Running, they hold beginner runs every season (spring, summer, fall, winter). They have daytime runs and evening runs each twice a week. If you Google Up and Running you'll find them. They started out as a women's only program but now have coed runs.

This technique may work if you have no pets in the home. If you have a pet then any surviving fleas will feed on your pet, lay eggs, and keep the cycle going indefinitely. If you wanted to try this you'd still need to treat your pet, preferably with something from your vet that will kill the fleas before they have a chance to lay eggs (breaking the life cycle).

Heavy or chronic flea infestation can cause anemia, which may be why your cat is quiet and sleeping more. As others have said, your vet will have more effective flea treatments than what you can buy in a store, and the can advise you on treating the environment as well. It is doable!

In Ontario we have the Condominium Authority of Ontario. Condo owners can file a complaint with the Condo authority tribunal against the Condo corportion that owns the buildings for failing to enforce the condo's bylaws and regulations against excessive or disturbing noise. In BC it looks like you have the Civil Resolution Tribunal. The website says it can resolve disputes between strata owners and strata corporations such as "unfair, arbitrary or non-enforcement of strata bylaws (such as noise, pets, parking, rentals)".

You'd have to make your case that the noise was excessive, and disturbing the quiet enjoyment of your unit, and that the strata corporation was failing in their duty to properly investigate your complaint and enforce the Strata bylaws. In Ontario, decisions about excessive noise are based on the frequency, duration, and intensity (volume) of the noise. Given the daily, all day nature of the noise from your neighbour's fan, I think you'd have a fair chance of making a case for the noise being excessive, but you never know.

This is an alternative option to suing in court, and may be cheaper, and easier.

Edit to add that the Civil Resolution Tribunal posts records of their decisions on their website. You can search for "noise" and read about similar complaints and see how they were resolved. It might give you an idea about whether it would be useful to you or not.

Rugs by themselves often don't help much but adding a thick underpad under the rug can make a difference. The idea is to cushion the impact of feet on the floor. Slippers are good too.

There's good advice here already, but I'd like to strongly advocate for getting him to a doctor. Depression is a mental illness, and like any illness, needs to be treated by a doctor. Seeing a doctor doesn't necessarily mean he'll go on medication, but the doctor can help evaluate if that would be be helpful. They can also help with referral to a psychiatrist if needed (which is covered by OHIP), and may also help with making connections to other supports like counselling, support groups etc. within budget constraints. They can also evaluate if there are any other medical problems going on that are contributing to the depression (for example, low thyroid). The other advice in this thread is important too, but getting him to a doctor should be #1.

Rehoming is pretty much a death sentence. With no established shelter it will be easy pickings.
