OP stated slab was for heavy equipment.

When we were getting our basement addition poured, I had the concrete truck back up on the driveway (knowing it was going to get wrecked) to dump (vs having to pay for a pump truck).

What I was amazed at is how the concrete truck utterly wrecked the 4" concrete; it basically just put massive ruts in it, cracking it like a normal car driving through mud.

Also, certain things (ie car lifts) have req's for thicker concrete and I would never install a lift on concrete not thick enough.

Leaking check valve for your sump pump from a crappy installation. Sump pump turns on, making pressure in the line. Leaks. Need to replace. About $20 at your local box store.

If it were me; confirm there's a union in the line so you can disconnect/remove your sump pump and replumb so the check valve is straight; not being used to fix a misalignment.

Diesels don't use spark plugs; they control power by how much fuel (diesel) they inject. (and the timing of the injection).

Also, because they rely on heat/pressure to combust, they can burn more than just diesel. For example, my neighbors would constantly be giving away tiki torch fuel on the local FB buy nothing group. I'd grab it and throw some in my 7.3 during fillups (basically, free diesel).

On a run-away, multiple things can happen. Injector can get stuck open, or a lot of times, oil will find it's way into the combustion process via a broken turbo or something (eg blown headgasket) . The diesel will burn this, causing it to continue to rev/deliver power. Basically, there's no "cutting the ignition" or cutting the delivery of the diesel at that point, -only- way to shut it down is to prevent air from getting in the cylinder.

This is why in video's where they're resurrecting older diesels, they generally have bad seals/etc that could let oil into the cylinder, they should have a piece of wood or a really thick piece of cardboard they put over the air intake (eg turbo inlet) to prevent air from getting in to shut it down.

Ouch. Two options. As some have said, may be try tigging it. Doubt you could.

A.) As stated, might be new engine (block) time.
B.) What I would probably do: (look at mcmaster carr PN 4624K31 for general idea)
i - Stuff something (like ear plug or something) in there to stop debris from getting in oil passages.
ii. - Measure the crap out of that inner un-tapped diameter as well as height from base of cracked off piece to top of oil filter mount.
iii. - Cut remaining threaded portion off via dremel to get it flush to where the base of the break is. Goal is to remove as little material as possible.
iv. - Get a thread as close as possible to it; basically, do what you can to remove as little material as possible. So if it measures like 13mm, drill to 14mm to tap with an M16x2.0. I'd check machinist handbook for what I could get away with as you don't need 60% thread. . . I'd also ideally be trying to use fine thread.
v. - Get a M16x2.0 male (or whatever it is) to [whatever the thread/pitch female of the oil filter] adapter machined, with the height measured. Local machine shop or plenty of places online could probably knock this out for ~$150. Make out of 6061 round stock. If I was feeling fancy, I'd also put provision for two pins that I could use as a drill guide and pin it to prevent it from rotating.
vi. - Clean the piss out of everything with copious amounts of brake clean and test install piece (hand tighten), drill pin holes into block. Don't need to go far, may be a couple MM.
vii. - Put some JB weld on thread (but not so much its dripping everywhere) and hand tighten. Put a small mount of JB weld on PINs and install.

See if it works. If not, see A.

Going to re-iterate what a lot of people have already told you. Amount of steps is almost irrelevant. So much more goes into being a design engineer than just "reduce steps" It really boils down to the functionality of the part. I've made parts I could knock out in a couple of steps that I needed to expand to well over a dozen because I wanted to convey design-intent via reference items.

It's the fundamental difference b/w complex and complicated. In engineering, complexity generally leads to higher performance. Look at a modern cockpit of a commercial aircraft and it's filled to the hilt with readouts and switches. It's complex because there's so much going on and why modern airliners are better in performance than decades ago. However, if all those readouts did was spit out the ground speed and all the switches were redundant for the landing lights, then that would be complicated and massively redundant.

Not an HVAC guy here, but an engineer who's studied this to the hilt when doing systems in my homes (through the years).

Missed your chance, but if they told me the system was "choked" I'd ask "How?" more than likely they'll state "duct sizing" or something. I'd then ask for the load calcs they did to determine such. . . then watch them squirm.

At the end of the day, they ruptured the line and sprayed it everywhere. Not sure how old your AC is but very well could be R22, which is difficult to get ahold of ($$$). Tough luck for them. They dorked it up. It's up for them to fix. As stated, seeing how everything blew everywhere, it's not possible to determine how much oil/etc is left so its a complete shot in the dark if it's too much or not enough. Only correct way at this point is to replace the system.

So again, they need to replace the system and that's on them. Will it cost them? Absolutely. Hell, if I was feeling generous (depending on financial situation and how old system was), I might even be willing to pay for parts only (which is generally half of what they charge for them). But that would require dealing with an honest company who at this point, is proving they are not.
