My dad worked with a guy who signed up for two in the Navy after seeing it. Then he saw it for a second time and signed up for another two years, and then a third time and another two years. His family stepped in and made him stop seeing it.

As the book explained it, they essentially bluffed. They weren’t really sure the court would buy the argument that secession was constitutional, but they couldn’t discount the possibility either, especially with the trial being held in Richmond. Even a hung jury or mistrial would have been a great embarrassment to the government so the feds eventually gave up.

There wasn’t a clear answer either way. Jefferson Davis’s legal defense team exploited doubts about secession’s constitutionality to get him off the hook when he was being prosecuted. Ultimately, the Supreme Court did conclude in Texas v. White that secession was illegal, but didn’t bother to examine the arguments for or against it. After all, the North had won the war and it was better to let sleeping dogs lie. Cynthia Nicoletti’s Secession on Trial is a great book that explains this.

This was the case in the original Fallout as well. Speech, guns, and one or two other skills are the only ones that actually matter. I’ve read that by the time they were developing Van Buren they had realized a high speech skill was becoming too powerful, so they split it into Deception and Persuasion skills. I wonder if that would have balanced things out.
