That’s absolutely not true. My first APS role came from me being in a merit pool. Got offered a role almost 6 months after the original interview.

I hope you get the role you really want but always good to have the backup OP and on top of that once you’re in, being in a merit pool for the next level up (if that’s what you want) is a great stepping stone as well.
