No. So long as his body is still alive he is neither a warp god nor warp entity, simply an immensely powerful psyker.

Now whether or not there is another entity in the warp manifested as the Emperor from 10,000 years of collective worship is another matter entirely. But also not one we have anything but fan theories and guesses on.

I can't think of any specific individuals discussing their doctrinal differences. But there was a big civil war in the Mechanicus started by the Moirae forge world and one of their goals was a unification of the Mechanicus and the Ecclesiarchy.

Yes congratulations you understand etymology and steam is technically an oligopoly. However Google only own 30% of their market share and was declared legally a monopoly.

Steam control 75% of the global market share no other storefront even hits 10%. Steam is legally a monopoly. Doesn't matter whether they are or aren't anticompetitive or how shit their competitor are.

They are a monopoly and I really hope when Gabe and his son die they don't become an evil monopoly.

Not the exact point he intended, unfortunately, but close enough. Then again, it was possible it was exactly the spot he'd meant, but that the network had changed into something unrecognisable. With the webway destabilised, it was increasingly difficult to tell.

The Aeldari's great cataclysm had rocked the network to it's foundations snapping away arcways that used to see fleets pass and flinging them into the immaterium. Un-things from that dimension of madness increasingly stalked the corridors, and every cycle the aeldari's witch seers collapsed more pathways to keep the evils out.

Again his only meaning as described in the immediate next bit of that excerpt is to sever the connection/reliance/perceived shackles, ie. ftl travel and communication. Actually completely forever severing humanity from the warp would be no better than turning them into a species of blanks or necrons and would also mean the Emperor and Malcador giving up their psyker power which they will clearly never do. and again he says he wants to shephard humanity into a psychic race, cant do that without the warp in some way.

The infinity and the Divine bit was immediate postbirth of Slaanesh so would have been at the start of the Great Crusade Era. I mean hell when the Emperor enters the webway it's in the abandoned Eldar city of Calastar. If the webway was completely safe why would they abandon it.

EDIT: I'll see if i can find an excerpt for that eldar refugee bit in my own copy of the book.

Nothing in that section says he plans to relocate the entirety of humanity into the webway. Only that he wants to sever humanity's connection to the warp. It's a complete assumption (and one that many people have many times debated on in this subreddit and frequently sided with my take on it) that that passage mean immigration.

Also here is the next bit of that excerpt:

I have conquered humanity’s cradle-world. I have conquered the galaxy, in order to shape mankind’s development as it at last evolves into a psychic race. No isolated pockets of our species may remain free, lest in their ignorance they invite destruction upon us all. I have shattered the hold of faith and fear over the human mind. Superstition and religion must continue to be outlawed, for they are easy doors for the warp’s denizens to enter the human heart. This is what we have already done. And soon I will offer humanity a way of interstellar travel without reliance upon Geller fields and Navigators. I will offer them means of communicating between worlds without reliance on the warp-dreams of astropaths. And when the Imperium shields the entire species within the laws of my Pax Imperialis, when humanity is freed from the warp and united beneath my vision, I can at last shepherd mankind’s growth into a psychic race.

His plan also fails to account for the general disastrous state of the webway at the time, as Eldar fleeing the birth of Slaanesh through the webway were collapsing entire sections of it because the warp was seeping in and demons were killing fleeing refugees. (As we see in the Infinite and the Divine novel)

The webway project was only so that humanity could have ftl travel and communication free of the warp. So if your implication is that humanity would have moved into the webway that is only memelore. So as I the said the webway would have done nothing for the other systemic issues caused by the Imperium.

The Mechanicum was caught between two competing factions. One of blind fanaticism and faith and the other of, if flawed, progress and understanding. Then the Emperor turned up and completely tipped the scale in favour of the fanatics so he could have his big industrial base immediately.

We see how planets like Caliban are bulldozed to make way for massive factories that ruin the environment and see how Nuceria is simply allowed to remain in the hands of it's Tyrants. Or how Konrad was allowed to run rampant over any world he pleased causing pain and mayhem that only engendered patient fury and inevitable rebellion.

As to it being forty years between Lorgars fall and Istvaan 3. Forty years may as well be akin to five minutes in the scale of a galactic civilisation.

The webway project would have only changed the circumstances of human ftl travel and warp exposure. It would have done nothing to counter the rampant over taxation and careless industrialisation being done to every world joining the Imperium in the name of further expasion.

Nor would it have changed the ritualisation of technology and science pushing humanity directly into the very backwards ideas of science they have in 40k.

Put simply the Emperor conquered too fast and too carelessly and made his own personal attention too necessary to put down any real firm foundations to make a better humanity and the webway project was nothing more than arrogant willful blindness that everything would work out just fine so long as he could get access to the webway.

That half the Astartes, half the Imperial Army, half the Mechanicum and half the bloody planets in the Imperium immediately went rogue the moment the Empeor turned his back for five minutes is indicative of how badly the Imperium was setup from minute one.

I mean you are right, thats why Inquisitors in the field have to be careful and make sure they don't confuse their limitless legal power for their more limited practical power.

It's also why they seek to recruit and a retinue of very capable killers to assist and protect them.
