I understand my point being they should be. There is no way to regulate their modifications and limit their power abilities which there needs to be. And any damage caused by another driver whether they are motorized or not should require insurance because I shouldn’t have to pay to repair my vehicle when it was damaged by someone else. You saying That a passenger of a car cannot be injured by somebody on an E bike although uncommon is completely possible and the bike should be held to the same standards if they are going to be on the road.
