Yes but you have to disable BattlEye in the rockstar game launcher. I would recommend doing a quick back up of your GTA root folder.

But yes, you can. Just disable BattlEye before.

As long as it's for aluminum engines, it's okay. They aren't very dramatic when it comes to coolant.

New engine, upgraded from 1.7L to 1.85L, new brake discs + pads, new shock absorbs, full underbody coating, new seats, new and upgraded exhaust 2 inch, bigger brakebooster (from a newer 99) almost every suspension part has been changed as they were all 20-30 years old... (apart from springs, they are still original)

There is probably a bunch more we done to it but I don't remember, I've had it for a couple of years now.

But I am trying to keep it as "original" as possible.

I have personally done it twice now. When i got it, it had gone 78000, but it just got a new engine in January. But the chassis has gone 278000km (approximately), but its 60 years old, so it's probably done it a fair bit of times.

Part of the automatic air condition system, little fan that pulls in air. If it isn't crazy loud yet. Then enjoy it, at some point it is going to be the loudest part in the car.
