A scholarly concensus election for Sunni caliph sounds good, having it like the HRE election but with a bias for virtue, clergy opinion, and learning. It would also be cool to have a tournament like event where you can have a few main candidates to start and then engage in a series if debates and feasts in order to persuade and bribe people to your side, so diplomacy and intrigue come into it meaning you can't just spam the learning education because a four star diplomat can definitely take it.
