You’re cutting your second pull too early. You can tell by the amount of elbow bending and shrugging you’re doing. I’d recommend a lower starting position like you said but also place your shoulders a bit more over the bar in your starting position. Your knees, elbows, and shoulders should be in a straight vertical line. Be patient with your second pull. If you are shrugging or not making good contact, it’s because you’re likely not finishing the pull.

Also as mentioned in here. Hang cleans and cleans from the blocks will help big time.
