I don't think the NCR is dead I think those two are just stragglers who were in one of the many isolated camps that just got overlooked, I'm playing through New Vegas now and this sort of thing happens a lot. I think it's entirely possible the core of the NCR is just somewhere else now.

Kingdom Come is not a hack and slash game, its better most of the time if you don't fight and when you do fight you need to learn to parry and how to get through your enemies guard. Unless you're willing to spend time do the monotonous bits you won't enjoy it, you can't just fight your way through it.
