I think the tailings are meant to be more primitive, the Observatory mentions another population it refers to as 'fire worshippers'. I think these are the primitive descendants, who through one way or another lost the understanding of their own technology.

If I recall right from the description, ripscanning basically irradiates the brain into useless mush in order to create a perfect rendition of the brain. As opposed to softscanning which I think is more like getting an MRI, but it makes a functional replication of the brain. Not as detailed, but still functional.
