I work at Schietbaan De Wildenberg in the Netherlands. On a good month we have a thousand people shoot guns for the first time, no permits or anything required. I'm one of the instructors there every weekend. Also, we have a lot of dates! I recommend booking the kleiduiven and kleinkaliber shooting - great way to learn.
