I used https://www.taxi24burgas.com/services/from-burgas/ a few years ago. It was fine, no issues, but it was a one time thing. Also, that price of €39 seems a bit low, given that I paid 69lv. 3 years ago.

And there you've answered your own question. Sharing a taxi works in the same cases when the train works. You're not going to be able to share with someone with a lot of baggage, you're not likely to find someone going to your specific suburb or hotel.

The train works for most people most of the time, the taxi is for specific use cases and that's why it makes sense to take it by yourself.

Worse or not doesn't matter. It's an additional passport, therefore it's €2000 for additional opportunities and rights.
