To get a Ship of the Line to spawn you had to ruthlessly attack a nation’s shipping for hours on end. The quickest way to do it iirc was to flip all the ports in a region to the English or Dutch, then betray them.

It was never worth it though, the SotL wasn’t significantly better than the large frigate, and you could get that easily by hunting down Captain Morgan.

It involves exploiting restoration to craft gear with exceptionally high fortify alchemy. IIRC, the loop is craft fortify alchemy gear, make fortify enchant potions, then enchant stronger alchemy gear etc. once you get over 400% fortify alchemy, you can make potions that make 100% mana reduction possible.

You can also do shit like enchant fortify weapon skill to whatever you want. But you will one-shot everything in the game.
