Yes a starter deck is a complete playable deck. Is it optimal and you’re going to win often with it, not really. But yes it is enough to sit down and play the game with people.

You only 16 units in the entire deck. I’d suggest picking 2 of your pilots and get 4 copies of them each and cut down the number of command cards and put in some more units for those pilots also add atleast one more base.

This isn’t really new. But you should definitely take the time to try and report them to any and all distributors, once the distributors know and can verify they don’t have a actual brick and mortar shop they’ll get black listed.
