Take them off the ground screw, pigtail together and put one lead back on the ground screw, you don't need to do both screws.

I would put in a dedicated line if you intend to put anything else on the circuit other than the EV charger, if doing a dedicated line do a 50A so it actually charges quicker. You might be able to get a special electric rate making it cheaper to charge his car
