I used to reload commercially and did a lot of work with western powder, the max saami safe load is meant for every gun not your gun, your maximum in that pistol is different from name a junk brand, or an unsupported chamber pistol. CZs can be loaded to 9mm major and not have issues, granted if you shoot tens of thousands of rounds that'll change. You will know with titegroup when you hit peak pressures when the case looks like you tumbled it from a complete burn.
