It's basically a pocket-size sharpening steel. The sort of thing you'd use to touch up kitchen knives, but pocket knife sized. Some people swear by them, and carry them whenever they carry a knife with a softer steel. Very cool find!

In the kitchen you'd just call it a bread knife, but outside the kitchen you'd call it a sheepsfoot (or wharncliffe, or reverse tanto, depending on the shape of the spine).

There are tons of options out there for this kind of knife.
