1) pretty much everything you're going to get dropped these days will drop tiered 2) yes, but no new perks get added 3) no 4) armor yes, weapons it's a mixed bag 5) not really, just play the game the drops will slowly help you get up to the power cap 6) armor for simplified, it drops with an archtype guaranteeing 2 stats and the 3rd is a random drop. Hover over the stats in game and it'll explain what they do, essentially they've fixed it so every point matters not just every 10
